ESA South has substantial roots on the Emerald Coast. Sean Harmon, president, met his wife here while in flight school at NAS Pensacola. When Sean decided to build his design-build contracting business with partner Malcolm Gibson, he knew the Emerald Coast was the right place for both business and family. Likewise, Malcolm relocated his family to the beautiful coast, and both have been thriving here for more than 20 years. Now ESA has offices across the country serving highly complex projects supporting our veterans through VA projects and our military’s mission through a variety of mission facility construction projects. ESA was honored in 2023 as The Statewide Employer of Veterans of the Year by The Florida Department of the American Legion, and we continue to recruit our veterans and Pensacola locals when hiring.
ESA is performing design-build construction for restoration of buildings damaged during Hurricane Sally. The scope of work includes repair and replace roof; replacement of interior finishes, doors, and windows; repairs to fire suppression and fire alarm systems, electrical, communications, and mechanical systems; repairs to building site; and lead and asbestos abatement and mold remediation.
ESA was contracted to provide interior and exterior repairs to 15 buildings damaged due to Hurricane Sally. The scope of work for each building varies dependent on requirements for mold remediation, roofing system replacement, interior renovations, exterior improvement, and stormwater prevention. Additionally, some buildings will have unique repairs such as metal wall panel replacement or a complete roof demolition and replacement. Types of facilities include hangars, classrooms, electrical distribution station, storage, radar facility, warehouses, headquarters, Naval Exchange, and fire station. The site will remain active during the renovation and repair.
Following Hurricane Sally in September 2020, ESA performed restoration services to stabilize facilities as a first-tier subcontractor to CH2M/Jacobs on the US Navy Global Contingency Contract (GCC) for a four-month period of performance. ESA conducted facility assessments, including evaluation of roof damage; water damage; HVAC system operations; and damage to exterior windows, doors, structure, and other building components. Where applicable, rapid stabilization was provided to prevent further degradation and enable the facility’s continued use pending permanent repairs.
ESA constructed the 17,000 SF building addition and interior renovations to approximately 4,000 SF of an existing, occupied CBOC on Eglin AFB. The new CBOC will house exam rooms, minor procedure rooms, mental health rooms, administrative spaces, offices, waiting areas, and other spaces associated with VA outpatient clinics. Site work included utilities, parking areas, sidewalks, roads, service entrance, and landscaping. The existing VA clinic remained in operation during the construction period, and work was phased to minimize disruptions with control of noise, dust, and traffic being of critical importance.
No Navy endorsement implied.
For 2023, Cantonment, Florida’s ESA South (ESA), a service-disabled veteran owned small business (SDVOSB) has been honored with one of these yearly statewide honors. Because of the commitment to hiring and assisting veterans that the founding partners (and proud Marine Corps Veterans) Malcolm Gibson and Sean P. Harmon have demonstrated—for 2023 their company has earned this recognition.
