The Fox-ESA Joint Venture, a partnership between ESA South, Inc. and Fox Environmental Solutions, LLC, has been awarded the $31 million Electronic Health Record Modernization (EHRM) Infrastructure Upgrades project at the Butler VA Medical Center in Butler, Pennsylvania. This significant federal project supports the Department of Veterans Affairs’ ongoing initiative to modernize its electronic health record (EHR) system—enhancing data interoperability between the VA, the Department of Defense (DoD), and community healthcare providers. The Fox-ESA team will complete critical infrastructure upgrades including electrical and HVAC system enhancements, communications and fiber backbone improvements, installation of advanced physical security systems, and the construction of a new standalone data center to support the VA’s modernized EHR system.

The EHRM initiative is one of the VA’s most transformative undertakings, designed to improve care coordination and accessibility for veterans nationwide. The Fox-ESA JV, a Service-Disabled Veteran-Owned Small Business (SDVOSB), operates under an SBA-approved mentor-protégé agreement, combining Fox’s agility in project management with ESA’s extensive design-build and federal construction expertise. Together, the joint venture brings more than 25 years of collective experience executing complex infrastructure upgrades within active healthcare environments, ensuring seamless integration of new systems while minimizing disruption to patient care and daily operations.

ESA South’s deep experience with EHRM infrastructure projects played a central role in this award. The firm has successfully delivered similar modernization efforts at VA Medical Centers across the country, including in Los Angeles, Poplar Bluff, and Indianapolis. The West Los Angeles VA project, for example, involved major telecommunications infrastructure upgrades spanning 20 occupied buildings—requiring campus-wide fiber reconfiguration, new telecom rooms, and mechanical and electrical enhancements—all performed while maintaining uninterrupted healthcare operations. ESA’s proven ability to manage technically demanding work in sensitive environments underscores the joint venture’s readiness to deliver exceptional results at the Butler VA.

Other recent ESA projects, such as the Replace AHU 2 & 3 at the Gainesville VAMC and the Design-Build Urgent Care Clinic at the Poplar Bluff VAMC, further demonstrate the firm’s expertise in healthcare construction and mission-critical facility upgrades. Through this new EHRM Infrastructure Upgrades project, Fox-ESA JV will continue advancing the VA’s modernization goals—ensuring the Butler VA Medical Center is equipped with a reliable, efficient, and future-ready infrastructure that supports world-class care for America’s veterans.
